I. Bidder Qualification Requirements:

Bidder Qualification Requirements

1. Bidders must meet the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China;

(1) Possessing the ability to independently assume civil liability (provide proof documents such as the legal entity's business license or the unified three-in-one certificate);

(2) Possessing a good business reputation and a sound financial accounting system (supported by either the 2018 financial statements or a creditworthiness certificate issued by the bank where the company’s basic account is held);

(3) Possess the necessary equipment and specialized technical capabilities to fulfill the contract (provide a commitment letter confirming the availability of required equipment and expertise, or submit relevant supporting documentation);

(4) Has a good record of legally paying taxes and social security contributions (provide relevant documentation showing tax payments and social security contributions for any month in 2019; if exempt from taxes or not required to pay social security contributions under the law, please submit the corresponding official documents as proof).

(5) No significant legal violations in business activities during the three years prior to participating in government procurement activities (provide a written statement);

(6) Other conditions stipulated by laws and administrative regulations.

2. The bidder has no significant legal violations in its business operations and is not subject to any of the following: orders to suspend business, revocation of its business license, seizure, freezing, or takeover of its assets, or bankruptcy proceedings. Additionally, there are no other circumstances that could potentially affect its eligibility to submit a bid. The bidder must verify this information on the "Credit China" website.

3. Suppliers whose heads are the same person or have a direct controlling or management relationship with each other are not permitted to participate in government procurement activities under the same contract (provide a written statement).

4. This project does not accept bids from consortia.

5. Our company only accepts bids from suppliers who have already purchased this tender document. Note:

1. Bidders' representatives are requested to bring photocopies (with the official company seal) of the following supporting documents when purchasing the tender documents:

(1) The person handling the purchase of tender documents must provide:

(a) If the authorized representative is the legal representative, a certificate of legal representation and a copy of the legal representative's ID card must be provided.

(b) If the bidder is represented by an authorized representative, a power of attorney from the legal representative and a copy of the authorized representative’s ID card must be provided;

(2) A valid business license (or corporate registration certificate) for enterprises, or the business license, organizational code certificate, and tax registration certificate (or the unified three-in-one document) for other organizations;

Bidders must submit a comprehensive bid covering all goods and services for the entire project package; any bid that addresses only a portion of a single package will be deemed invalid. Bidders may submit bids for both package groups in this project, or choose to bid on just one of the package groups—however, bidders are permitted to win contracts in both package groups simultaneously.
